Oval Park Grille is a generally quiet sports bar with an expansive, open
 feel to it. Here's the twist: it markets itself as being "Local as 
Heck." On the menu you will find salads from Tiny Farms, a year-round 
farm in the area, and fish caught in North Carolina. The food is all 
very tasty, although the flavor combinations are possibly too creative, 
but the wings are truly amazing. I would recommend the ginger-habañero 
sauce because it takes the idea of chicken to a whole new level. You 
will not be able to put these down.</li>

<b>Macaroni and Cheese Gratin from Watts Grocery</b>

Every time I go here I cannot help but order this dish, even though it 
is way too big to be an appetizer. Something about it being a gratin and
 served on a skillet makes it just irresistible. The top cheese is just 
cooked enough to have a thin crust, and the inner macaroni and cheese is
 extremely soft and flavorful. As much as I try to share this with 
assorted friends and family, I end up just eating the whole thing 
myself.</li>

<b>Carnitas Burrito from Chubby's Tacos</b>

This restaurant as a whole is almost perfect. The service is fast, the 
ambience is casual, and chips are always brought to the table for free. I
 especially like their collection of spicy salsas. I would recommend 
anything on the menu, but I generally eat the Carnitas Burrito, which is
 stuffed with meat and rice and hot sauce. Unlike many burritos I have 
had in Durham, it does not taste overly greasy or too heavy.</li>

Unfortunately, I cannot give a completely favorable review of this 
restaurant. In my view it is too loud and constantly too crowded. Of 
course, this is good for the restaurant but no for the customer. There 
is a 20 minute wait on Thursday night, and that is to get a seat at the 
same table as someone else. The service is also a little slow. The 
pizza, however, is wonderful! The flavor combinations are very creative 
but always turn out just right, and the pizza is cooked in a modern 
style brick oven. The food comes out hot and I have no complaints for 
this dish, although I have some for the restaurant.</li>

There is something to be said for visiting a five-star restaurant
 when the city is in the clutches of an ice storm: The other scheduled 
patrons have cancelled their reservations to hide under quilted bed 
covers nursing a hot toddy; and so the chef and his staff, having braved
 the ghastly weather themselves to show up valiantly for work, will be <i>very</i>
 happy indeed to see you there, and they will do everything short of 
performing headstands to express their gratitude, serving you 
outstanding meals with exemplary service.</div>
<div style="text-align: justify;">
Such was my visit, on a blustery winter day this December, to <i>Ocean Prime</i>,
 the elegant 2006 Cameron Mitchell creation on Cedar Springs Road across
 from the Crescent Court Hotel on the northern end of downtown Dallas. 
The staff was so happy to see us, and our praise after an outstanding 
meal was such, that while we were drinking our coffees Executive Chef 
Eugenio Reyes himself came out personally to take a bow and chat with us
 for a few minutes. He is a gifted artist.</div>
<div style="text-align: justify;">
It was clear upon 
arrival that my dining partner and I had the place to ourselves. There 
was one other table, this one with five guests, far across the room. My 
host kindly picked a table far from the door and any errant blasts of 
icy wind that might have eluded the doorman. Our server was Shelby 
Griffing, a five-year veteran of <i>Ocean Prime</i> and a knowledgeable guide to dining there.</div>
<div style="text-align: justify;">
When
 Shelby suggested that the chef was excited about a dish of lollipop 
lamb chops (the popular American name for lamb rib chops with the bone 
frenched), my ears perked up. On such a day, do you really want to order
 off the menu? After all, the chef is all alone in the kitchen and is 
dying to show off his favorite dish. Why disappoint him -- or yourself? 
Under such conditions, go with the will of the restaurant. One ought to 
listen carefully and, unless you are allergic to the special, you are 
wise to select it. The chef, under these circumstances, is going to make
 an extra effort to shine. Indeed, many years of high-end restaurant 
dining have taught me that the best meals are to be had on those 
occasions when one can "bond," so to speak, with the kitchen staff. 
Never take good cooking for granted. Always listen. My father once 
remarked to me decades ago that he could always assess a man's character
 best by watching the way he treated waiters. So it is.</div>
<div style="text-align: justify;">
To be 
frank, I am not particularly fond of lamb, in spite of my years in North
 Africa, because it takes special skill to cook it properly and it is 
such a staple in so much of the world that its preparation is often 
indifferent. Too often, also, "lamb" really means "mutton." Mutton is 
often stringy, tough, and unpalatable, the sort of meat that makes 
Australians in the outback grouchy.  I usually go to <i>Ocean Prime</i> to eat fish, since there are so few really good fish restaurants in Dallas. I am partial to <em>Ocean Prime's </em>blackened Redfish, which they serve with cornspoon bread and a jalapeño corn tartar. I have ordered it a half-dozen times.</div>
<div style="text-align: justify;">
But
 there was something about Shelby's description of the lollipop lamb 
chops that made them irresistible, and both my lunch partner and I 
ordered them. To whet my palate, I chose as an appetizer a trio of 
simply outstanding Vietnamese <i>gambas</i>, or giant shrimp, served in the traditional tomato sauce with a bit of Tabasco.</div>
<div style="text-align: justify;">
And
 then came those lollipop lamb chops, five little ones served piping 
hot. We were not disappointed. To begin with, the ingredients were 
absolutely the best, before Eugenio Reyes performed his magic in the 
kitchen. These were the finest, most tender lamb chops wild and wooly 
Oregon has ever produced (as good as, if not better than, those from 
Colorado, which is the usual venue for the finest American lamb). It is 
so often true, in cuisine as in other endeavors in life, that the best 
ingredients are more than half the battle. But the way Chef Reyes 
prepared these chops was extraordinary and, in my experience, unique.</div>
<div style="text-align: justify;">
Instead
 of the traditional lamb recipe, or a variation of it, in which they are
 crusted with rosemary and salt, these were served in a very delicate 
and slightly sweet raisin-based clear reduction. Absolutely out of this 
world! The lamb chops were served with tiny potatoes the size of 
marbles. I have never had lamb with a hint of sugar or raisins before, 
except perhaps once or twice in Morocco. It was a treat, and one I shall
 remember.</div>
<div style="text-align: justify;">
I asked Chef Reyes afterwards why these lollipop chops 
are not on the regular menu, and he responded quite reasonably that it 
is simply not possible to get the desired quality of chops on a daily 
basis (though they are generally available) and that, too, respecting 
the gastronomic leanings of his Texas patrons, lamb is not something 
people in Dallas want to order every day, no matter how good it is. I 
think this is wise.</div>
<div style="text-align: justify;">
We finished our luncheon with a magnificent 
and very generous homemade crème brûlée with berries, rich vanilla 
custard enclosed in an armor of caramelized sugar. I then had an 
espresso with lemon peel.</div>
<div style="text-align: justify;">
Executive Chef Eugenio Reyes is a man of great culinary talent. Before he assumed the helm at <i>Ocean Prime</i>,
 he was sous-chef here but with regular travel also to other Cameron 
Mitchell eateries across the nation to train staff. He began his career 
in Columbus, Ohio, at Mitchell's <i>Ocean Club</i> restaurant. After 
leaving his native Mexico years ago, Reyes began life in American 
kitchens at the very bottom of the ladder, as a dishwasher, dreaming of 
the day when he could become a cook himself. Over a two-decade career, 
he has learned more and more.</div>
<div style="text-align: justify;">
I generally avoid chains, but 
Cameron Mitchell's ten locations are not really part of a chain in the 
sense that each restaurant has been tailored to its host city. Mitchell 
is planning to open his eleventh restaurant, this one in hard-to-please 
Beverly Hills, California, in early 2014.</div>
<div style="text-align: justify;">
Cameron Mitchell's public relations team has stated that "<i>Ocean Prime</i>
 is the culmination of a creative exercise we started in 2006 to define 
the best in culinary, beverage, service and atmosphere" in Dallas, and I
 think it's fair to say that they have succeeded.</div>

Noma Named World’s Best Restaurant

both for the Copenhagen eatery and for the awards, which were stuck in a
 rut, handing out first place each year to El Bulli.</div>

Danish chef <i>Rene Redzepi</i>  was there to collect the crown that had gone for the past four years to <i>Ferran Adria</i>  for his establishment north of Barcelona. El Bulli has been in the top three every year since the awards were founded in 2002.<br /><br /><i>Heston  Blumenthal</i>’s Fat Duck has been the other big winner, 
coming first in 2005 and always making the top three since 2004. The 
U.K. restaurant came third last night, behind El Bulli. The only other 
winner has been the French Laundry, in 2003 and 2004. Noma, which seats 
42 diners, was founded  in November 2003.<br /><br /><br />
The S. Pellegrino World’s 50 Best Restaurants were named at a reception 
in London’s Guildhall attended by chefs and restaurateurs including <i>Daniel Boulud</i>,
  whose New York flagship surged 33 places to No. 8. The awards started 
as a magazine feature and have grown to international prominence.</div>

Noma -- which stands for Nordisk Mad, or Nordic Food -- is housed in a 
converted warehouse by the waterside in the Danish capital’s 
Christianshavn district. Redzepi, 32, travels the region in search of 
ingredients and culinary inspiration for his seasonal menu. Noma entered
 the table at 33 in 2006 and had risen to third by last year.<br /><br />
“<i>When I first got an invitation saying</i>, ‘<i>Congratulations</i>, <i>you are now on the 50 Best Restaurants list</i>,’ <i>I’d never really heard about it</i>,” Redzepi said in an interview at Noma in February. “<i>But immediately after the award show, you realized it was something special by the press coverage, the phone calls</i>.     <br />
‘<i>Turning Point</i>’     <br />
“<i>From there on, our restaurant really started to take off. It was 
like a turning point being on that list. So it went from something that 
perhaps I didn’t acknowledge in the way that I should to something 
that’s been crucial for us.</i>”</div>

El Celler de Can Roca and Mugaritz, both in Spain, took fourth and fifth
 places. The highest U.S. entry was Alinea, of Chicago, in seventh 
place. New York restaurants Daniel, Per Se and Le Bernardin, took 
eighth, 10th and 15th, respectively.<br />

The London winners were St. John, at 43, and Hibiscus, at 49. Adria was 
chef of the decade, and the chefs’ choice award went to the Fat Duck. La
 Colombe, Cape Town, was top in Africa and the Middle East; D.O.M. of 
Sao Paulo came first in Latin America; and Les Creations de Narisawa, 
Tokyo, topped Asia.     <br />
Ramsay, Wareing<br /><br /><i>Gordon Ramsay</i>  failed to make the top 100 for the second straight year. The British chef’s former associate, <i>Marcus Wareing</i>, came 58th with his restaurant at the Berkeley.<br /><br />
The winners are picked by more than 800 chefs, food writers and 
restaurateurs from around the world. I’m a member of the U.K. panel and 
each of us votes confidentially, without meeting -- or even necessarily 
knowing the identity of -- the other panelists. The U.K. and Ireland 
panel is headed by Jay Rayner.     <br />
Members of the voting academy are required to have eaten in the 
restaurants we nominate within the previous 18 months and we have to 
vote for at least two places outside our own region.     <br />
Everyone knows the list is imperfect. Asia is historically 
underrepresented, while the Top 10 includes four restaurants in Spain 
and not a single one in France. There’s no controlling hand behind the 
World’s 50 Best and -- even though I’m a voter -- I’ve found myself 
checking the names of places in Russia, Slovenia and Croatia that have 
made the Top 100 this year.<br /><br />
The awards started in 2002 as a feature in “Restaurant,” a U.K. publication founded the previous year. The writer <i>Joe Warwick</i>
 said he sent e-mails to journalists and chefs to pick their favorite 
places, like a music magazine naming best albums. That first year, 
British venues did suspiciously well: Gordon Ramsay came second and the 
Ivy took eighth place. El Bulli won.     <br />
Academy Idea     <br />
“The next year, we did a little event and, lo and behold, Ferran Adria 
showed up,” said Warwick, who went on to become the magazine’s editor. 
“I thought: Hang on, we’d better do this properly, so we came up with 
the idea of the academy.     <br />
“Nobody had done this before, and we got a lot of stick for it. But 
people love lists and the thing took off. People ask me now: Best for 
what? Well, we never defined that.”     <br />
At the center of Redzepi’s cuisine are fine, seasonal Nordic 
ingredients: halibut, wild salmon, seaweed and curds from Iceland; lamb,
 musk ox, berries and the purest drinking water from Greenland, 
according to Noma’s Web site. While the style is modern -- Redzepi’s 
resume includes El Bulli and the French Laundry -- the focus is on the 
produce, not the technique.     <br />
Tasting Menu     <br />
When I ate there in February, the seven-course tasting menu cost 995 
kroner ($180) plus service; matching wines were 895 kroner, or juices 
395 kroner; there was a 595 kroner lunch menu.<br /><br />
There were six different types of canape, including pickled quail eggs 
smoked on a bed of hay, and smoked cod roe on toast with vinegar. That’s
 before we got onto the 10-course meal, which included squid and lingon 
berries, cream and dill; sour grape juice from the isle of Lilleo, 
caramelized onions and thyme leaves; beef cheek and pickled flowers and 
winter cabbage.</div>
